Transportation Demand Project
Project Description

In March 2011 the Planning Commission approved an amendment to a Conditional Use Permit for Menlo School, allowing the maximum enrollment at the school to increase from 750 to 795 students. A condition of approval required Menlo School to implement a Transportation Demand Management program designed to reduce the number of single occupancy vehicle trips accessing the campus during weekday peak hours. Annual monitoring of the peak hour traffic is required to verify compliance with standards established in the Use Permit.

The standards established in the Use Permit are:

-- First year (School year beginning August 2011), a maximum of 711 trips in the morning peak hour and a maximum of 332 trips in the afternoon peak hour.

-- Second year (School year beginning August 2012) and all subsequent years, a maximum of 627 trips in the morning peak hour and a maximum of 453 trips in the afternoon peak hour (the afternoon peak hour maximum number of trips was revised upward from 302 trips per CUP13-00007 approved by the Planning Commission on January 22, 2014). 

-- Maintain a parking capacity utilization rate of on-campus parking lots for faculty, staff and students equal to or less than 86.5%.

Status – January 2018
 
The annual monitoring in spring 2012 concluded that the standard was met during the AM peak hour. However, during the PM peak hours the standard was exceeded by 238 vehicles. The annual monitoring in spring 2013 concluded that the standard during the AM peak hour was exceeded by 29 vehicles and the standard during the PM peak hour was exceeded by 133 vehicles. In subsequent year 2014 – 2016 monitoring demonstrated that the AM and PM peak hour standards were met.  The parking standard was met in all years monitored.   Beginning in 2017 the School provided self-monitoring and certification of the peak hours and parking counts.
