Recommendation: The City Council will make a selection of the Mayor and Vice
Mayor by nomination from Council.

Description: This item will involve the selection of the Mayor and Vice Mayor
for calendar year 2020 made by the current City Council. The term will be for
one-year at the pleasure of the Council.

6. CITY MANAGER’S WRITTEN REPORT AND VARIOUS DEPARTMENT ORAL REPORTS
Discussion:
The City Manager’s Report includes written reports from the Town’s various Departments. Staff is present to answer any questions the Council may have on the various issues noted in the written Reports. The Council may ask questions and discuss any of the various items.

8. APPROVAL OF BILLS AND CLAIMS FOR SEPTEMBER IN THE AMOUNT OF $ 2,414,573

9. WAIVE FINAL READING AND ADOPT BY TITLE ONLY AN ORDINANCE REPEALING AND REPLACING CHAPTER 15.48 OF THE ATHERTON MUNICIPAL CODE ESTABLISHING WATER-EFFICIENT LANDSCAPING STANDARDS

Recommendation: Waive the final reading and adopt by title only, Ordinance No. 640 repealing and replacing Title 15, Chapter 15.48 “Water-Efficient Landscaping” of the Atherton Municipal with the California Code of Regulations Title 23, Division 2, Chapter 2.7 “Model Water Efficient Landscape Ordinance,” adopted by reference with revisions.
Description: This item involves the final reading and adoption of Ordinance No. 640 updating the Atherton Municipal Code to repeal and replace Chapter 15.48 Water-Efficient Landscaping.

10. APPOINTMENT OF REPRESENTATIVE TO THE SAN MATEO COUNTY MOSQUITO & VECTOR CONTROL DISTRICT
Report:

Recommendation: Appoint incumbent representative Mason Brutschy to the San Mateo County Mosquito & Vector Control District for a term of four years beginning January 1, 2020 through December 31, 2023.
Description: This item involves a discussion and appointment by the Council of a representative to serve on the San Mateo County Mosquito & Vector Control District for a term of two or four years.

11. ACCEPTANCE OF TREASURER’S REPORT FOR THE FIRST QUARTER ENDED SEPTEMBER 30, 2019
Report:

Recommendation: Accept the Treasurer’s Report for the First Quarter Ended September 30, 2019.

PUBLIC HEARING (12)

12. INTRODUCTION OF AMENDMENTS TO ATHERTON MUNICIPAL CODE CHAPTER 8.10 “REMOVAL OF AND DAMAGE TO HERITAGE TREES”, INCLUDING AMENDING THE HERITAGE TREE PRESERVATION GUIDELINES, STANDARDS AND SPECIFICATIONS
Report: AICP Senior Planner, Stephanie B. Davis and Town Arborist, Sally Bentz-Dalton
Recommendation: It is recommended that the City Council conduct a public hearing and:

1. Introduce an Ordinance amending Municipal Code Chapter 8.10 “Removal of and Damage to Heritage Trees”.

2. Adopt a Resolution amending the Town’s Heritage Tree Preservation Standards and Specifications.

Description: This item involves Council consideration of formal adoption of final amendments to both the Heritage Tree Ordinance and Heritage Tree Preservation Standards and Specifications based upon prior direction and discussions.

13. AWARD OF CONTRACT – CITY ATTORNEY SERVICES
Report:

Recommendation: Provide direction to the City Manager and City Attorney regarding award of contract for City Attorney Services.
Description: This item involves the consideration and direction by Council of the awarding a contract for City Attorney Services as a result of the City Attorney Services Request for Proposal process.

14. DISCUSSION ON THE SAN MATEO COUNTY’S OFFICE OF SUSTAINABILITY PROPOSED DISPOSABLE FOOD SERVICE WARE ORDINANCE AND POSSIBLE RESTR?ICTIONS ON THEIR USE IN TOWN
Report: AICP Senior Planner, Stephanie B. Davis
Recommendation: It is recommended that the City Council receive a report from staff regarding the San Mateo County Office of Sustainability’s proposed food service ware Ordinance, possible restrictions on their use in Town, and provide direction to staff.
Description: This item involves discussion by the Council of the possibility joining a county-wide effort to establish an Ordinance pertaining to disposable food service ware for existing food facilities in Town. The Council will receive a report on a summary of what the proposed regulations to disposable food service ware may be and discuss it’s possible applicability in Town. The Council may provide direction to staff as to whether or not the Town may be interested in participating in such a county-wide effort and evaluating the topic further. 

15. RESIDENTIAL ALARM ORDINANCE REVIEW
Report: Chief of Police, Steve McCulley
Recommendation: Maintain the current initial alarm set up fee, annual alarm system service fee, and false alarm fee service charge schedule; or provide direction to staff for changes.
Description: This item involves a review and consideration of the current alarm monitoring fees and policies. Staff is seeking Council direction as it relates to existing practices.

16. ACCEPTANCE OF DONATION NAMING REQUESTS AND REPORT, DISCUSSION AND FURTHER DIRECTION ON CONTACT WITH ATHERTON NOW REGARDING DONORS
Report: City Manager, George Rodericks
Recommendation: Accept the naming requests from the specified donors and receive a report on discussions with Atherton Now regarding donors and provide staff with any further direction.
Description: This item involves a review of naming opportunities related to the Town Center and specific donations received for possible Town Center naming opportunities. Staff is seeking Council direction as it relates to communicating with donors.

17. AUTHORIZE RELEASE OF A REQUEST FOR PROPOSAL FOR PROCUREMENT ASSISTANCE FOR A SOLAR AND MICRO-GRID POWER SERVICES PROVIDER
Report: Public Works Director, Robert Ovadia
Recommendation: Authorize staff to release a request for proposal (RFP) for procurement assistance for a solar and micro-grid service provider.
Description: This item involves discussion by the Council of a Request for Proposals (RFP) for procurement assistance related to Solar and Micro-Grid power services for the Atherton Town Center project. The Council may discuss the use of renewable energy for the Town Center project, content of the RFP, its timing, and the potential cost. The Council could also discuss the process for selection and the expectation for services.

18. REVIEW AND DISCUSS THE STATUS OF THE FIRE SERVICES FISCAL REVIEW AND PROVIDE DIRECTION ON NEXT STEPS
Report: City Manager, George Rodericks
Recommendation: Review and discuss the status of the Fire Services Fiscal Review and provide direction on next steps.
Description: This item is to review and discuss the process the Town has taken to evaluate Fire Services and alternative options. Staff is seeking direction from Council on a specific course of action moving forward.
 
19. CIVIC CENTER PROJECT UPDATE
Report: Interwest Consulting Group Project Manager, Marty Hanneman
Recommendation: None. This report is informational only.
