4. RATIFICATION OF THE CITY MANAGER’S APPLICATION TO CALTRANS FOR A TEMPORARY LANE CLOSURE ON EL CAMINO REAL
Report: Public Works Director, Robert Ovadia
Recommendation: That the City Council ratify the application of an Encroachment Permit to Caltrans for the temporary closure of the Northbound No. 3 (outside) lane and shoulder between Maple Avenue and Ashfield Road
Description: The City Council will discuss the potential temporary closure of the number 3 (outside) lane and shoulder on El Camino Real between Maple Avenue and Ashfield Road and may act to ratify an encroachment permit application to Caltrans for such a closure.
5. AWARD OF CONTRACT FOR EVENT MANAGEMENT SERVICES AT HOLBROOK-PALMER PARK
Report: Public Works Director, Robert Ovadia
Recommendation: The City Council award a professional services agreement for event management services at Holbrook-Palmer Park, including provisions for exclusive catering services for major events at Holbrook-Palmer Park; Authorize the City Attorney to prepare the agreement; and authorize the City Manager to execute the agreement.
Description: This item involves the discussion and potential approval of a contract for Event Management Services at Holbrook-Palmer Park with Catered Too, Inc., of East Palo Alto. The proposed contract would also include provisions regarding exclusive catering for major events at Holbrook-Palmer Park.
6. REVIEW AND APPROVAL OF CORRESPONDENCE TO TOWN CENTER DONORS AND ATHERTON RESIDENTS

Recommendation: It is recommended that the City Council and Park and Recreation Committee receive a report from staff on the design elements of the Holbrook-Plamer Park Access and Circulation project, have discussion, and provide feedback to staff regarding the project design, fixtures, furnishings, and priorities.
Description: This item involves a presentation by staff regarding the Holbrook-Palmer Park Access and Circulation project which is currently under development. The City Council and the Park and Recreation will jointly discuss the project and its various elements and may provide feedback to staff regarding the project design.
