 This meeting is compliant with the Governors Executive Order N-25-20 issued on March 4, 2020, and Executive Order N-29-20 issued on March 17, 2020, allowing for deviation of teleconference rules required by the Brown Act. The purpose of this is to provide the safest environment for staff and the public while allowing for public participation. The meeting will be held by tele or video conferencing. 3.   REPORT OUT OF CLOSED SESSION by City Attorney, Mona Ebrahimi

4. CITY COUNCIL AD HOC SUBCOMMITTEE AND LIAISON REPORTS – BRIEF REPORTS AND COUNCIL FEEDBACK

Report: City Manager, George Rodericks

Recommendation: It is recommended that the City Council hear Reports of Activity from the various City Council Ad Hoc Subcommittees and Liaisons and provided feedback where appropriate. 

Description: This item will involve reports from the various City Council Subcommittees and Liaisons. The City Council will provide general policy feedback to the Committee and Liaison representatives on the various areas of interest. General discussion will be high-level policy but will cover a wide range of Town policy, projects, and direction, to include, but not limited to the Town Center Project, regional agencies, regional housing, COVID-19 resumption of operations, environmental issues, rail, transportation, bicycle and pedestrian projects, finance, Park activities, airport activities, Library, and Fire.  

5.  REVIEW OF THE FY 2021/22 TOWN BUDGET – ALL FUNDS CHANGES ONLY

Report: Finance Director, Robert Barron III

Recommendation: Review and Discuss Operating Budget for FY 2021/22.

Description: This item involves a presentation by staff of the various departmental budgets for fiscal year 2021/2022. Council will discuss and provide feedback on the proposed operations and CIP budget and may discuss various budget line items, revenues, expenditures, and capital projects.

If you challenge a Town zoning, planning, or any other decision in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this agenda, or in written correspondence delivered to the City Council at, or prior to, the public hearing.  Judicial review of any Town administrative decision may be had only if a petition is filed with the court not later than the 90th day following the date upon which the decision becomes final.  Judicial review of environmental determinations may be subject to a shorter time period.
