4. FEEDBACK AND DIRECTION REGARDING POSSIBLE AGENDA TOPICS FOR A JOINT MEETING WITH THE MENLO PARK FIRE PROTECTION DISTRICT
Report:
City Manager, George Rodericks
Recommendation: Provide feedback and direction regarding possible agenda topics for a Joint Meeting with the Menlo Park Fire Protection District.
Description: The Council will discuss various topics of interest and priority for a potential Joint Meeting with the Fire District. No action or deep discussion will be taken on the issues raised but the Council may provide feedback to the Liaisons for meeting with the Fire District Liaisons to work out the priority items for discussion.
5. RECEIVE AND FILE THE MID-YEAR BUDGET REPORT FOR FY 2020/21
Report: Finance Director, Robert Barron III
Recommendation: Receive and file the Mid-Year Budget Review for the General Fund for FY 2020/21.
Description: This item involves a presentation by staff of the mid-year budget review for fiscal year 2020/2021. Council will discuss high level view of revenue and expenditures for the Town General Fund. It updates the Council on the Town’s financial position at the halfway point of the fiscal year. Discussion may include feedback on operations, the Town Center Project, and CIP budget.

6. REVIEW AND DISCUSS A MEMORANDUM FROM THE TOWN’S AUDIT AND FINANCE COMMITTEE REGARDING THE CALPERS ACTUARIAL VALUATION REPORTS AND FUNDING TOWARD PAYMENT OF THE TOWN’S PENSION OBLIGATIONS
Report:

Recommendation: Review and discuss a Memorandum from the Town’s Audit and Finance Committee regarding the CalPERS Actuarial Valuation Reports and Funding toward payment of the Town’s Pension Obligations.
Description: This item involves review and discussion on a Memorandum from the Town’s Audit and Finance Committee regarding the CalPERS Actuarial Valuation Reports and Funding toward payment of the Town’s Pension Obligations. Discussion to include pension liabilities, the numerous changes over the years implemented by CalPERS that impact pension liability, and funding towards paying down these liabilities. Pension obligations are long-term liabilities for the Town. Fiscal stability is a core value of the Town and one of the objectives therein is to pursue the reduction of the Town’s long-term liabilities.

7. DISCUSSION FOR CONSIDERATION IN DEVELOPING A HISTORICAL EVALUATION/PRESERVATION PROGRAM FOR THE PURPOSES OF CONSIDERING MILLS ACT CONTRACTS IN TOWN.
Report: AICP Principal Planner, Stephanie B. Davis
Recommendation: It is recommended that the City Council receive a report from staff on the possibility of developing a historical evaluation/preservation program for the purpose of considering Mills Act Contracts in Town, have discussion, and provide direction to staff.
Description: This item involves Council review and discussion on the possibility of developing a historical evaluation/preservation program for the purpose of considering Mills Act Contracts in Town.
