4. CONSIDERATION OF LETTER TO THE STATE OF CALIFORNIA REGARDING
COVID-19 PROTOCOLS FOR HOUSES OF WORSHIP

Recommendation: It is recommended that the City Council review the attached correspondence, provide edits as necessary and authorize the Mayor to execute the letter on behalf of the Town.
Description: This item involves Council discussion and potential approval of submitting a letter to the State of California to consider houses of worship similarly situated as to a retail with respect to indoor capacity.

5. DISCUSSION AND DIRECTION REGARDING THE START TIME FOR CITY COUNCIL MEETINGS

Recommendation: It is recommended that the City Council discuss and provide direction
regarding the start times for City Council meetings.
Description: This item involves Council discussion on current City Council meeting dates, times and duration. Council may provide direction to staff.
6. DISCUSSION OF THE TOWN’S MUNICIPAL CODE REGULATIONS REGARDING LANDSCAPE SCREENING AND POSSIBLE MUNICIPAL CODE AMENDMENTS RELATIVE TO LANDSCAPE SCREENING FOR HILLSIDE LOTS OR OTHER SOLUTIONS.

Recommendation: It is recommended that the City Council receive a report from staff on the Town’s Municipal Code regulations regarding landscape screening, possible Municipal Code amendments relative to landscape screening for hillside lots or other solutions and provide direction to staff.
Description: This item involves Council review and discussion on existing Municipal Code
regulations pertaining to Landscape Screening for detached accessory buildings and structures on hillside lots and the possibility of any Ordinance amendments.
7.POLICE DEPARTMENT SUCCESSION PLANNING AND STAFFING
AUTHORIZATION TO ADD A SPECIALITY ASSIGNMENT - TRAFFIC AND MOTOR SERGEANT
Report #1: Police Chief, Steve McCulley
Recommendation: It is recommended that the City Council authorize the addition of a Traffic and Motor Sergeant Specialty Assignment.
Description: This item involves a Council discussion related to a staff request to add a
Traffic and Motor Sergeant Specialty Position which can be accommodated with the recent
donation of an additional motorcycle by a resident and nominal fuel and maintenance fees.
AUTHORIZATION TO OVER-HIRE A POLICE TRAINEE POSITION AT THE ACADEMY
Report #2: Police Chief, Steve McCulley
Recommendation: It is recommended that the City Council provide staff with direction regarding the ability to over-hire but not over-fill police officer positions within the Police Department.
Description: This item involves a Council discussion related to a staff request for approval to over-hire but not over-fill a Police position with the anticipated retirement of 2 personnel in 2021. The position is a non-sworn trainee position that is set to attend the April 2021 Police Academy and graduate October of 2021 and become a sworn member of the Police Department.
AUTHORIZATOIN TO RECLASIFY THE LEAD DISPATCHER POSITION TO COMMUNICATIONS SUPERVISOR

Recommendation: Consider a proposal to reclassify the existing Lead Dispatcher position to Communications Supervisor for inclusion in the FY 2021/22 Budget.
Description: This item involves a Council discussion related to a staff request to reclassify the Lead Dispatcher Special Assignment to a Communications Supervisor which would allow a current division employee to assume responsibility for managing the various detailed and technical aspects of a communications center.

Report #4: Police Chief, Steve McCulley
Recommendation: Consider a proposal to create a new position classification titled
Dispatcher/Code Enforcement Officer for inclusion in the FY 2021/22 Budget.
Description: This item involves a Council discussion related to a staff request to add a new position of Dispatcher / Code Enforcement Officer be added to the FY 21-22 Police Department budget. This is a hybrid position which is needed due to the workload for Code Enforcement and allows an additional Dispatcher needed in the Communications Center to assist with lunch and restroom breaks, sick leave or trainings for other personnel.
