This meeting is compliant with the Governors Executive Order N-25-20 issued on March 4, 2020, and Executive Order N-29-20 issued on March 17, 2020, allowing for deviation of teleconference rules required by the Brown Act. The purpose of this is to provide the safest environment for staff and the public while allowing for public participation. The meeting will be held by tele or video conferencing. 3. ADOPTION OF A RESOLUTION EXPRESSING SUPPORT FOR ACTIONS TO FURTHER STRENGTHEN LOCAL DEMOCRACY, AUTHORITY, AND CONTROL AS RELATED TO LOCAL ZONING AND HOUSING ISSUES
Report: City Manager, George Rodericks
Recommendation: It is recommended that the City Council consider adoption of a resolution expressing support for actions to further strengthen local democracy, authority, and control as related to local zoning and housing issues (Attachment 1).
Description: This item involves Council discussion and potential adoption of a Resolution supporting actions to strengthen local authority and control related to zoning and housing issues. Council may choose to adopt the Resolution as proposed, make revisions, or not adopt at all.
STUDY SESSION
4. REPORT ON REGIONAL HOUSING NEEDS ALLOCATION (RHNA) PROCESS
Report: City Manager, Lisa Costa Sanders
Recommendation: Receive a presentation on the RHNA process.
Description: This item is information and discussion only of the Regional Housing Needs Allocation (RHNA) process and the regional allocation determined by the State Housing and Community Development Department (HCD). Council will review the allocation for Atherton as determined by the Association of Bay Area Governments (ABAG).
5. CASH FLOW MANAGEMENT REPORT; FOCUS ON THE TOWN CENTER PROJECT
Report: Finance Director, Robert Barron III
Recommendation: Information and discussion only.
Description: This item is an information and discussion only of the Cash Flow Management Report; Focus on the Town Center Project. Discussion to include projection of Town’s revenues and expenditures over the next five years including the project. We will discuss the use of financing proceeds, COP leasing financing payments, change order needs of the project, and Town Bayfront Canal participation. Also includes an update on donations on the project and the Library advanced funding.
Copies of all staff reports and documents subject to disclosure that relate to each item of business referred to on the agenda are available for public inspection by 5:00 p.m. the Friday before each regularly scheduled City Council meeting.
