3. CONSIDERATION OF AND APPOINTMENT TO THE AUDIT AND FINANCE COMMITTEE
Report: City Clerk, Anthony Suber
Recommendation: Review and consider the appointment Bob Polito to the Town Audit and Finance Committee to fill the mid-term vacancy expiring on June 30, 2022.

4. REVIEW, DISCUSSION AND DIRECTION REGARDING THE LEAGUE OF CALIFORNIA CITIES VOTING RESOLUTION
Report: City Manager, George Rodericks
Recommendation: Provide direction to City Council League of California Cities Conference Voting Delegate(s) regarding the regarding the Town’s position on the 2020 Annual Conference Resolutions.
Description: The City Council will discuss the Town’s support for or opposition to the League of California Cities Resolution to amend Section 230 of the Communications Decency Act of 1996 to limit the immunity provided to online platforms where their forums enable criminal activity to be promoted.

5. MEMORANDUM OF UNDERSTANDING WITH THE JOINT POWERS BOARD (JPB) REGARDING CLOSURE OF THE ATHERTON CALTRAIN STATION AND ASSOCIATED MAINTENANCE AND USE AGREEMENT FOR THE ATHERTON CALTRAIN STATION PROPERTY
Report: Public Works Director, Robert Ovadia
Recommendation: Review and provide feedback on the draft Memorandum of Understanding with the Joint Powers Board (JPB) regarding the closure of the Atherton Caltrain Station and the draft Maintenance and Use Agreement for the Atherton Caltrain station property; and if appropriate direct staff to bring this item back to the Council for action at their October 21, 2020 meeting.
Description: This item involves the discussion by the Council of a draft Memorandum of Understanding with Caltrain associated with the potential closure of the Atherton Caltrain Station and an associated Maintenance and Use Agreement of the Atherton Caltrain Station non-operating property. The Memorandum of Understanding outlines proposed community benefits offered in consideration of the station closure. The Maintenance and Use Agreement outlines the terms for the use of the non-operation property associated with eth Atherton Caltrain Station. The Council may provide direction to return to the Council for formal action on the Memorandum of Understanding and associated Maintenance and Use Agreement.

6. PROVIDE DIRECTION TO STAFF REGARDING EVENT MANAGEMENT SERVICES AT HOLBROOK-PALMER PARK
Report: Public Works Director, Robert Ovadia
Recommendation: Provide direction to staff regarding the contract for event management services at Holbrook-Palmer Park.
Description: This item involves the discussion by the Council of the continuation event management services at Holbrook Palmer Park. The Council may provide direction regarding potential service options including the temporary closure of event facilities, seeking an interjurisdictional partner, assignment of the current agreement with Catering by Dana, or issuance of a Request for Proposals to solicit potential service providers.

7. BAYFRONT CANAL / ATHERTON CHANNEL FLOOD PROTECTION AND RESTORATION PROJECT MEMORANDUM OF UNDERSTANDING AND ASSOCIATED FUNDING AGREEMENT
Report: Public Works Director, Robert Ovadia
Recommendation: Discussion and direction on the Town's participation in a Memorandum of Understanding (MOU) among the San Mateo County Flood and Sea Level Rise Resiliency District, City of Redwood City, City of Menlo Park and the County of San Mateo to complete the construction of the Bayfront Canal/Atherton Channel Flood Protection and Restoration Project and lease/leaseback agreement with the County of San Mateo to assist in funding the project.
Description: This item involves the discussion by the Council of a draft Memorandum of Understanding with San Mateo County Flood and Sea Level Rise Resiliency District, City of Redwood City, City of Menlo Park, and the County of San Mateo for the construction of the Bayfront Canal/Atherton Chanel Flood Protection and Restoration Project and an associated lease/leaseback agreement with the County of San Mateo to assist in funding the Town’s cost share of the construction costs.
