3. RATIFICATION OF SUCH RULES AND REGULATIONS ENACTED BY THE DIRECTOR OF EMERGENCY SERVICES IN RESPONSE TO COVID-19
Report: City Manager, George Rodericks
Recommendation: It is recommended that the City Council certify the continuing emergency, and ratify such rules and regulations enacted by the Director of Emergency Services in response to COVID-19.

DISCUSSION AND DIRECTION REGARDING CERTIFICATES OF PARTICIPATION FOR THE TOWN CENTER PROJECT
Report: Finance Director, Robert Barron III
Recommendation: Staff recommends the Council hear the Report from the Town’s Finance Team and provide direction and feedback regarding the pursuit of a Private Placement versus Public Sale of Certificates of Participation.
Description: This item involves a presentation from the Town’s Finance Team on Private
Placement and Public Sale Certificates of Participation. The Council will discuss the options for consideration and provide feedback and direction on a considered term sheet for a private placement sale or pursue the public sale option for Certificates of Participation for the Town Center Project.
4. DISCUSSION AND DIRECTION ON THE PURCHASE OF ADDITIONAL FLOCK AUTOMATED LICENSE PLATE READERS (ALPRs)
Report: Police Chief, Steve McCulley
Recommendation: Staff recommends that the City Council discuss and provide direction regarding the purchase of an additional sixteen (16) Flock Automated License Plate Readers (ALPRs) and eight (8) ALPR warning signs.
Description: This item includes Council discussion and approval to purchase additional automated license plate readers and warning signs to be placed throughout Town.
5. FY 2020/21 GENERAL FUND/OPERATIONS BUDGET
Report: Finance Director, Robert Barron III
Recommendation: Review and Discuss.
Description: This item involves a presentation by staff of the various departmental budgets for fiscal year 2020/2021. The Council has an opportunity to review the budgets and the various departmental requests and staff takes input from the Council and incorporates that input into the budget document scheduled for adoption in June.
6. REVIEW OF THE FY 2020/21 SPECIAL REVENUE, INTERNAL SERVICE FUNDS AND CAPITAL IMPROVEMENT PROGRAM
Report: Finance Director, Robert Barron III
Recommendation: Review and Discuss Special Revenue, Internal Service Funds and Capital Improvement Program (CIP) for FY 2020/21.
Description: This item is a Study Session on the Town’s 2020/21 Budget. The discussion will include a report on the various Town Special Funds and the planned Capital Improvement Projects for FY 2020/21 and the 5-Year plan for other projects.
