This meeting is compliant with the Governors Executive Order N-25-20 issued on March 4, 2020, and Executive Order N-29-20 issued on March 17, 2020, allowing for deviation of teleconference rules required by the Brown Act. The purpose of this is to provide the safest environment for staff and the public while allowing for public participation. The meeting will be held by tele or video conferencing. 4:00 PM SPECIAL SESSION – Convene as the City Council

1. ROLL CALL - Wiest, Widmer, Lempres, Vice Mayor Lewis, Mayor DeGolia

3. RATIFICATION OF SUCH RULES AND REGULATIONS ENACTED BY THE DIRECTOR OF EMERGENCY SERVICES IN RESPONSE TO COVID-19 AND REVIEW AND APPROVE FUNDING FOR THE SMC STRONG FUND

Recommendation: It is recommended that the City Council certify the continuing emergency, and ratify such rules and regulations enacted by the Director of Emergency Services in response to COVID-19; and, review and approve funding for the SMC Strong Fund.
Description: The item includes a written report to certify the continuing emergency, and ratify such rules and regulations enacted by the Director or Emergency Services in response to COVID-19. The Council may provide specific direction or comment regarding such rules and regulations. Council will also consider the approval of funding for the San Mateo County Strong fund.

4. KNOX PLAYSCHOOL RENT WAIVER REQUEST DUE TO COVID-19 SHELTER IN PLACE ORDERS AND RELATED SCHOOL CLOSURE
Report:
Public Works Director, Robert Ovadia
Recommendation: Approve waiver of rent for Knox Playschools for the months of May and June 2020 with re-evaluation in June 2020.
Description: This item involves the discussion of a rent waiver for the Knox Playschools facility at Holbrook Palmer Park. Knox Playschool has been closed to students since March 16, 2020, due to CLOVID-19 Shelter-in-Place and School Operations Modification Orders issued by the San Mateo County Health Officer.

5. AD HOC SUBCOMMITTEE – RESTART ACTIVITY/COVID-19
Report: City Manager, George Rodericks
Recommendation: Review, discuss and provide feedback regarding the recommendations of the Ad Hoc Subcommittee – Restart Activity/COVID-19.
Description: This item involves a written report from the Council Restart Subcommittee to discuss re-starting activity within Atherton under the current Shelter-in-Place order and future amendments. The subcommittee’s primary focus was to brainstorm recommendations for Council consideration as it relates to returning to normal activities.

6. TOWN CENTER ACTIVITY REPORT
Report: City Manager, George Rodericks
Recommendation: This will be an oral report for informational purposes only.
Description: The City Council will receive an oral report and update on Town Center activity as it relates to the continuation of construction activity.
