11. ADOPTION OF A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF THE POOLED LIABILITY ASSURANCE NETWORK “PLAN” JOINT EXERCISE OF POWERS AGREEMENT

12. ADOPTION OF A RESOLUTION MAKING A DETERMINATION OF PROPERTY TAX EXCHANGE PURSUANT TO REVENUE AND TAXATION CODE SECTION 99 FOR DETACHMENT OF A PORTION OF 501 PALMER FROM THE TOWN OF ATHERTON

13. AWARD A CONSULTANT SERVICES AGRREMENT TO STANTEC CONSULTING SERVICES INC. FOR A TRAFFIC STUDY/SAFETY ANALYSIS ALONG THE ALAMEDA DE LAS PULGAS CORRIDOR BETWEEN VALPARAISO AVENUE AND WOODSIDE ROAD

Recommendation: Authorize the City Attorney to prepare and the City Manager to execute a professional services agreement with Stantec Consulting Services Inc. for a not to exceed fee of $30,000 to perform traffic engineering services necessary to prepare a traffic study/safety analysis along the Alameda de las Pulgas corridor between Valparaiso Avenue and Woodside Road

14. ACCEPTANCE OF WORK, AUTHORIZATION TO RECORD NOTICE OF COMPLETION FOR THE CULVERT REPAIR DRAINAGE IMPROVEMENT PROJECT

15. ADOPT THE ATTACHED RESOLUTION FOR ACCEPTING ALLOCATION OF THE FY 2017 MEASURE A PEDESTRIAN AND BICYCLE PROGRAM FUNDS FOR THE MIDDLEFIELD ROAD CLASS II BICYCLE LANES IMPROVEMENTS PROJECT

Recommendation: Adopt a Resolution in support of San Mateo County Transportation Authority (SMCTA) 2017 Measure A Pedestrian and Bicycle Program grant application totaling $733,000 for funding the Middlefield Road Class II Bicycle Lanes Improvements Project

16. AWARD A CONSULTANT SERVICES AGREEMENT TO TJKM TRANSPORTATION CONSULTANTS TO PREPARE A STUDY FOR LOCAL TRAFFIC FLOW / LONG RANGE PLANNING SOLUTIONS

Recommendation: Authorize the City Attorney to prepare and the City Manager to execute a professional services agreement with TJKM Transportation Consultants (TJKM), for a not to exceed fee of $55,000 to perform traffic engineering services and necessary for the completion of a Town wide local traffic flow / long range planning solutions study

17. AUTHORIZE STAFF TO ISSUE A REQUEST FOR PROPOSAL TO CONSTRUCT SITE IMPROVEMENTS FOR TEMPORARY LIBRARY MODULAR BUILDINGS FOR THE ATHERTON TOWN CENTER PROJECT

Recommendation: Authorize staff to issue a Request for Proposal (RFP) to furnish all labor, equipment and materials and perform all work necessary and incidental to construct site improvements at the civic center at the corner of Maple Avenue and Dinkelspiel Station Lane to accommodate Temporary Library Modular Buildings for the Atherton Town Center Project

18. CALTRAIN ELECTRIFICATION PROJECT - DISCUSS AND PROVIDE INPUT TO CALTRAIN REGARDING PREFERENCE OF OVERHEAD CONTACT SYSTEM (OCS) POLE DESIGN WHERE CENTER POLES CANNOT BE USED WITHIN THE TOWN OF ATHERTON

Recommendation: Discuss and provide input regarding the use of a Single Track Cantilever vs. Double Track Cantilever OCS Pole System for areas within Atherton where center poles cannot be used due to inadequate width between the northbound and southbound tracks and authorize the City Manager to send a formal written request to Caltrain

19. CIVIC CENTER PROJECT: PROVIDE DIRECTION ON IMPACTED HERITAGE TREES; AND, IF APPROPRIATE, DIRECT THE CITY ATTORNEY TO PREPARE AND THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH WRNS STUDIO FOR REDESIGN OPTIONS
