10. APPROVE THE RELEASE OF A REQUEST FOR PROPOSAL TO PREPARE PLANS, SPECIFICATIONS AND COST ESTIMATE FOR DRAINAGE FACILITIES REPAIRS

Recommendation: Approve the release of a Request for Proposal (RFP) to prepare plans, specifications, and cost estimate (PS&E) and for Drainage Facilities repairs for Stockbridge Avenue, Euclid Avenue, Polhemus Avenue, Camino al Lago and the Atherton Channel

11. APPROVE ORDINANCE RESCINDING THE RATES SET FORTH IN ORDINANCE 617 AND SETTING THE RATES FOR SOLID WASTE/RECYCLING COLLECTION SERVICES

Recommendation: Approve Ordinance rescinding the rates set forth in ordinance 716 and setting the rates for solid waste/recycling collection services

12. APPROVE RESOLUTION TO AUTHORIZE A BUDGET AMENDMENT FOR ELECTRIC VEHICLE CHARGING STATION EQUIPMENT AT HOLBROOK-PALMER PARK

Recommendation: Approve the Resolution to authorize a budget amendment for $32,594 to come from the unallocated Capital Improvement Fund 401, Unappropriated Reserve, for the two (2) Level-2 Electric Vehicle Charging Stations to be installed at Holbrook-Palmer Park

13. RECEIVE AND ACCEPT UPDATES TO THE TOWNS HUMAN RESOURCES POLICIES AND PROCEDURES MANUAL

14. ACCEPTANCE OF WORK, AUTHORIZATION TO RECORD NOTICE OF COMPLETION FOR THE MARSH ROAD CHANNEL REPAIR PROJECT

Recommendation: Accept work and authorize recording of a Notice of Completion for the Marsh Road Channel Repair Project, (Project Number 56005)

APPEAL OF THE STAFF DECISION TO ISSUE AN ENCROACHMENT PERMIT FOR A DRIVEWAY AT 38 SUTHERLAND DRIVE

Recommendation: Conduct a public hearing and deny the appeal, thereby upholding staff’s decision to issue an encroachment permit for the driveway approach at 38 Sutherland and in front of the property at 26 Sutherland

16. REQUEST FOR A TENTATIVE PARCEL MAP CERTIFICATE TO CREATE TWO LOTS AT 10 SARGENT LANE (APN 073-261-030)
Report: Stephanie Davis, Senior Planner
Recommendation: Approve the attached Tentative Parcel Map Certificate, making the findings listed in Atherton Municipal Code Section 16.16, and as listed in the Findings section of this staff report

17. INTRODUCTION OF AN ORDINANCE TO AMEND TITLE 15 OF THE ATHERTON MUNICIPAL CODE ADOPTING BY REFERENCE THE 2016 CALIFORNIA BUILDING STANDARDS CODE, RETAINING EXISTING MODIFICATIONS, AND AMENDING CHAPTER 15.52.040 OF THE ATHERTON MUNICIPAL CODE TO COMPLY WITH 2016 CALIFORNIA GREEN BUILDING CODE

Recommendation: Approve M-ALL request to allow District Major All-Star Tournament during the first 2 weeks of July 2017

19. ACCEPT THE CIVIC CENTER PROJECT STATUS UPDATE; APPROVE THE CONCEPTUAL DESIGNS FOR THE CIVIC CENTER AND HOLBOOK-PALMER PARK CORPORATION YARDS AND PROVIDE FEEDBACK ON THE SFPUC LETTER REGARDING THE WATER LINE

Recommendation: 
1. Receive update from the Green Building Committee on sustainability items and costs for the Civic Center and Library project, and
2. Review and Approve conceptual designs for Civic Center and Holbrook-Palmer Corporation yards, and
3. Review November 2, 2016 SFPUC letter regarding the 36-inch water line and provide feedback and direction
