Recommendation: Authorize the City Manager to execute an amendment with Alta Planning + Design, Inc. (Alta) for technical services in submitting an Active Transportation Program grant application

17. PUBLIC HEARING ON RECOMMENDED INCREASE TO GREEN WASTE RATES IN THE TOWN OF ATHERTON

Recommendation: Conduct the Public Hearing regarding the proposed increase in green waste rates for the Town of Atherton; tabulate any protests received; and, if appropriate, adopt Ordinance 594, increasing the rates for solid waste/recycling collection services for green waste

18. INTRODUCTION OF AN ORDINANCE OF THE CITY COUNCIL OF THE TOWN OF ATHERTON ADDING A NEW CHAPTER 12.18 TO THE ATHERTON MUNICIPAL CODE ESTABLISHING REGULATIONS REGARDING MOBILE FOOD VENDING

Recommendation: Introduce the Ordinance Adding a new Chapter 12.18 establishing regulations regarding mobile food and schedule a second reading

REGULAR AGENDA - (Items 19-23)

19. CIVIC CENTER PROJECT MASTER PLAN ALTERNATIVES AND AUTHORIZATION TO BEGIN ENVIRONMENTAL WORK

Recommendation:
1. Accept the Master Plan and Project Cost Estimates;
2. Authorize the City Manager to initiate the Master Plan Environmental Review process;
3. Authorize the City Manager to begin preparations for the design phase of the project; and
4. Modify the Civic Center Advisory Committee’s (CCAC’s) charter (Exhibit 1) to include participation through the design phase of the project

20. LITTLE LEAGUE IMPROVEMENTS AT HOLBROOK-PALMER PARK REVIEW OF HISTORIC CHARACTER

Recommendation: Assign a City Council Ad Hoc Subcommittee to work with planning staff to review the design submittal of the Little League Improvements to ensure that the design is consistent with the historic character of other improvements in the Park

21. INTRODUCTION OF AN ORDINANCE ADDRESSING FUTURE CITY COUNCIL VACANCIES AND DISCUSSION OF APPOINTMENT OR ELECTION PROCESS FOR THE CURRENT CITY COUNCIL VACANCY (INCLUDING THE POSSIBILITY OF IMMEDIATE APPOINTMENT)

Recommendation: Introduce the attached Ordinance addressing future City Council vacancies; and provide direction with respect to the current City Council vacancy

22. REINSTATEMENT OF DAY USE PERMITS AT HOLBROOK-PALMER PARK

Recommendation: Authorize the reinstatement of Day Use Permits at Holbrook-Palmer Park

23. DISCUSSION AND DIRECTION WITH REGARD TO CONTRACT STAFFING AGREEMENTS

Recommendation: Review and discuss the various contract staffing agreements and provide staff with direction with respect to each
