Holbrook-Palmer Park Master Plan
Holbrook Palmer ParkThe Parks & Recreation Commission reviewed a Request for Proposal (RFP) to update the Park Landscape Master Plan, prepared in 2006 and add new sections, with the following focus areas:
  1. Primary customers and activities served at the Park;
  2. User circulation;
  3. Land/Space utilization;
  4. Sustainability of the Park; and
  5. Policy recommendations on programs, uses and fees.

The City Council has awarded a contract in the amount of $55,738 to Bellinger Foster Steinmetz (BFS) Landscape Architects to prepare the Master Plan Update. Their work will include public outreach meetings with the Parks & Recreation Commission, site assessments, graphics and a report.

The consultants began their analysis with an open house at the park which asked users to identify likes, dislikes, desires and concerns. They combined in-person feedback with on-line surveys to draw a picture of the park’s present and future.

Summary of Results of Park Master Plan Survey
Most residents answering the survey indicated that they wanted to preserve the park’s character (over 75% of the respondents), although approximately a quarter of the respondents would like to have more classes, lectures, and events at the Park with another quarter of the respondents indicating they would like an off-leash dog area. BFS will present a Final Report with a recommendation on uses in the Park that address the community’s desires, encourage the Park’s sustainability, as well as, suggestions on fee policies. BFS presented a draft master plan to the Park & Recreation Commission in February 2014.

The Park & Recreation Committee was given access to the Draft Master Plan document on October 20, 2014. BFS Architects would like to acquire information from the Committee at their November 5th meeting in regards to the following aspects of the plan:

Page 23 - regarding the chart, can P&R assist with other opportunities for improvements at our park facilities and features?
Page 29 - Can P&R assist with assessing needs for recreation in the park utilizing its facilities and features?
Page 32 - Can P&R assist with providing trends they are seeing among users performing freelance in the park so they we can anticipate future needs?


Status of Project

BFS, the Park & Recreation Committee and Town staff presented the latest edition of the Park Masterplan to City Council at the March 18 meeting. This plan had been approved previously by the Park and Recreation Committee.

After feedback from the City Council, the plan will head back to the Park and Recreation Committee for additional work. The Park Master Plan will return to the City Council at a future meeting for final review and acceptance. Once accepted, the City Council will identify funding and target specific improvements as part of the Town’s Capital Improvement Plan

BFS presented the draft master plan to Council at a study session in April. The presentation(s) centered on areas of change at Holbrook-Palmer Park as well as the survey conducted. Most of the focus of the presentation was on the proposed need for and location of an off-leash area in the Park. Council Members discussed various alternative locations as well as the
size and need for the off-leash area. The Council expressed a desire for the Commission to re-evaluate the proposed location of the off-leash area and  consider a location along the east side of the Park between the Tennis Courts and existing Knox Playschool. There was thought given toward mitigating noise and the impact on the adjacent neighborhoods as well as consideration for users of the proposed off-leash area and their proximity access to the area. The Council expressed general support for the draft plan and also expressed a desire to take a broader look at actual facility uses in the Park as well as a desire to support physical improvements to those facilities.

The Park Master Plan will return to the City Council at a future meeting for final review and acceptance. Once accepted, the City Council will identify funding and target specific improvements as part of the Town’s Capital Improvement Plan.

The work is anticipated to complete in late 2014.
